Herman Van Rompuy – The President of the European Council

Under the Treaty of Lisbon, the European Council becomes an institution. It provides the Union with the necessary impetus for its development and defines the general political directions and priorities thereof. It will not exercise legislative functions.

The European Council consists of the Heads of State or government of the Member States, together with its President and the President of the Commission. The High Representative of the Union for Foreign Affairs and Security takes part in its work.

The EU Heads of State or Government, participants in their informal meeting in Brussels, on November 19, 2009, took note of the entry into force of the Lisbon Treaty on 1 December, 2009.

Under the Treaty of Lisbon, the President of the European Council is a stable and full-time function.

At their informal meeting in Brussels on 19 November, ahead of the entry into force of the Treaty of Lisbon on 1 December, EU Heads of State or Government agreed on the election of Mr Herman VAN ROMPUY as the elect President.

Mr Herman Van Rompuy is the President of the European Council as from 1 December 2009. Since January 2010, he prepares and chairs the meetings of the European Council.
